Life Cycle Cost Estimation and Analysis

This course provides procedures, information, examples, and tools to develop consistent and defensible life-cycle cost estimates (LCCE) and perform appropriate life-cycle cost analyses (LCCA) for capital projects. Life-cycle costs are an important consideration for all DOE projects and programs. It presents references and tools that can be used and references existing requirements in other documents that must be met.

Future LCCs are subject to degrees of uncertainty. The overall uncertainty is due to not only cost-estimating methods used but also uncertainties in program or system definition or technical performance. Identifying the associated risk issues and then attempting to quantify the degree of uncertainty through sensitivity analyses or quantitative risk analysis is also discussed. It also covers the steps to ensure proper development and documentation of LCCEs and LCCAs and how to present the LCCE and LCCA results.

Learning Objectives

This course is intended to provide you with the following specific knowledge and skills:

  • Learn the life cycle cost estimates (LCCE) classification, methods, and process;
  • Learn the process of conducting life-cycle cost analyses (LCCA);
  • Learn how to conduct sensitivity and risk analyses for  life-cycle costs (LCCs);
  • Learn how to have complete and detailed documentation a best practice for high-quality LCCEs and LCCAs.
