Process Safety Management for Highly Dangerous Chemicals

This course presents the fundamental concepts of reverse osmosis (RO) technology used in the water purification process like seawater desalination, product rinsing, microelectronics production, and other processes that require highly purified water.  Reverse osmosis is what the name implies: osmosis in reverse. It also introduces definitions of basic terms related to RO technology as well as the basic components common to every RO system.

This course has been developed to suggest an approach to effectively implement the elements of this Rule within DOE.

The PSM Rule, which was issued February 24, 1992, addresses chemical process hazards by redefining the minimum management program requirements for quantities of certain HHCs that equal or exceed specified threshold quantities (TQs).

The PSM Rule describes a comprehensive management system containing 14 elements for effective control of process hazards. The word system implies the integration of all management elements with a method for assessing the efficiency and effectiveness of implementation.

This course also discusses three basic optimization techniques that can help to increase recovery rate and thereby reduce water use which is illustrated in the two examples of RO system optimization at Federal sites: Tobyhanna Army Depot and Sandia National Laboratories. It also presents the key parameters including membrane selection, pretreatment options, RO process configuration, system commissioning, and financial considerations.
